Specific Purpose: HR 6666 bill should be passed by the to enable, corona virus testing, contact tracing (TRACE) Act.
Thesis Statement: HR 6666 bill should be adopted by the Federal Government because: 1) Passing of HR 6666 means decline in corona virus cases. 2) Adopting HR 6666 means the spread of corona virus by contact tracing will be lowered. 3)The bill passing won’t infringe the 4th Amendment regardless of my opposition.
Introduction
I. [Attention Getter]. Can you imagine a disease bringing the whole world into a stand still?
• Corona Virus has been the center of attention lately as it has stopped world operations.
• From WHO reports, the virus has infected over 6 million people and caused death of over 350,000 people.
II. [Establish Controversy/ Justify Topic]. My purpose today is to help stop the spread of corona virus by presenting an argument on HR 6666 bill passing.
There are numerous discussions on news and social media whether the HR 6666 bill should be passed.
A. The representative of Illinois, Bobby L. Rush has led a group of representatives in the bill support
B. Contrary, the bill has sparked massive refutation by some citizens of United States because they feel by government tracing contacts it will be invading their privacy. Already over 28, 000 votes have been gathered at Change.org in petition to stop the bill. The petition claims passing the bill is an act invasion of privacy and forced treatment which violates the First Fourth, Fifth, eighth and Ninth Amendment
C. I am in support of Bobby L Rush and other representatives through my arguments.
III. [Credibility Statement] Corona Virus has infected numerous people around the globe. I indirectly been affected through my friends contracting the disease.
A. Through research I have found the methods to control corona virus from spreading and best argument on why HR 6666passing is necessary.
B. In addition, through assessing the arguments that opposes HR 6666 bill, they are outweighed by the argument that proposes for it thus should be adopted.
Transition: First of all, my argument will be on Federal government should adapt HR 6666 bill for corona virus cases to decrease.
I. [First Constructive Argument] To decrease corona virus cases the adoption of HR 6666 by the Federal government is necessary.
A. [Problem]. Corona virus is spread by lack of testing.
• People who are sick are denied test
 Coeytaux, Wake Forest School of medicine and a family doctor was denied test because he failed to meet the requirements as per the CDC despite showing symptoms such as pain in the lungs, fever and breath shortness (Holshue, et al., 2020).
 A Californian physician assistant was denied test because he had not travelled to China which was a CDC guideline even though he had shown signs (Bajema et al., 2020).
• Lack of testing Asymptomatic people.
 People who had no symptoms had been reported to transmit the virus through outbreak studies in China, Tianjin and Singapore (Holshue, et al., 2020).
B. Test of people in the aircraft of USS Theodore Roosevelt indicated, 2/3 of positive tests were of sailors who were asymptomatic. This portrays numerous people are walking around being asymptomatic and spreading it unknowingly (Correll, 2020)
C. [Solution] Numerous testing and HR 6666 adoption of will decrease the spread of corona virus.
• A lot of testing makes it clear about the spread of infection
 Though adoption of HR 6666 bill, 100B will be set aside to finance the training of medical practitioners and buying equipment in clinics for isolation and treatment processes.
• Empirically numerous testing results in decrease of the cases. By testing and identifying the infected people measures will be taken to stop the spread and treat the identified cases resulting in curbing the new infection cases.
Transition: HR 6666 adoption will help Federal government have clear data of the widespread of the virus and put the correct measures to stop the spread. This is through identify the infected people, treating and managing them to stop them from spreading it further.
II. [Second Constructive Argument]. Secondly, through adoption of HR 6666, the contact tracing will be enabled helping the Federal government reduce corona virus from spreading.
A. [Problem]. The spread of corona virus is increased by lack of contact tracing
• Due to lack of contact tracing corona virus has continued to spread because the response rate is slow. This puts united states at a risk of an outbreak despite taking the precautionary measures (Chow et al., 2020).
B. Testing 90% symptomatic people and the same percentage of contacts are tested regardless of having the symptoms or not, the spread will reduce by 45% (Bilinski, Mostashari & Salomon, 2020).
C. [Solution]. HR 6666 will decrease the spread of corona virus through systematic tracing.
The spread will reduce through infected people giving details of the people they have been on contact with. From researchers’ reports testing 90% contacts reduces the spread by 45% (Bilinski, Mostashari & Salomon, 2020)
• Shenzhen, a southern China city, was able to manage the spread of the virus at the beginning of pandemic through strict isolation, social distancing and contact tracing. Improved case finding and effective tracing of contacts is supposed to a long lasting response to the virus (Guan et al., 2020)
Transition: HR 6666 testing policy adoption will lead to numerous testing and empirically lower the number of infected people. Contact tracing will eventually reduce the number of new cases which is very important during this outbreak. The arguments opposing the implementation of the bill are from people who fear the fourth amendment will be violated which is not based on facts but force claims.
III. [Refutation] Finally, HR 6666 policy should be adopted by the Federal government because its implementation cannot infringe the 4th amendment
• A. [Attack the Evidence] First, their supportive proof is incorrect
 The bill does not authorize the forceful testing of people or entering of homes without the consent of the members (Bajema et al., 2020)
 No forced quarantine to any person that tests positive (Bajema et al., 2020)
• B.[Denial] The claims from opposition are force and not supported by the bill.
 The testing is entirely voluntary (Bajema et al., 2020)
 Not anything in the bill displaces confidentiality and privacy federal laws.
• C [Maximizing] The bill advantage is the ability to save life. The place of saving life cannot be replaced by anything.
 From CDC reports, contact tracing is the best approach to saving lives. (Bajema et al., 2020)
• Testing people extensively will assist in saving lives. (Bilinski., Mostashari & Salomon, 2020).
• D [Impact] HR 6666 implementation doesn’t violate people’s rights to unwarranted searches and privacy rather helps save lives.
Transition: It is evident that the claims from those who opposes HR 6666 adoption is based on false evidence and fear.
Conclusion
I. [Restatement] Conclusively, the HR 6666 should be adopted by the Federal government because of the following;
• A. one, HR 6666 adoption will make it possible to do numerous testing of corona virus which will in turn stop it from spreading.
• B. two, HR 6666 adoption will make it possible to do contact tracing helping curb the virus from spreading.
D. Lastly, the opposition claims on HR 666 violating U.S citizens’ rights to privacy, it is based on false claims.
II. [Closing Statement] It is time that Mr Rush bill should be adopted by the Federal government and prevent corona virus deaths. The pandemic has already caused United States enough devastating problems.
