Explain why it is or is not. It is generally impossible to relate response times with speed because different sites react to things differently. Inputs are also random and different lengths or some are more difficult than others so the response times will vary. A 1.5 second response time in itself seems very quick unless the project is smashing moles in an arcade game. Computers think of things in different time frames and process different as well. A short response time could mean a site is cached and therefore not giving an accurate response time.
